A man drowned in an Arizona lake last month and as he pleaded for help, struggling in the water, local cops standing by refused to rescue him, according to officials and a police body camera footage transcript.

"I'm drowning," Sean Bickings, 34, told Tempe Police Department officers during the May 28 incident at Tempe Town Lake, according to a video transcript released by the city and reviewed by Insider.

One officer responded to Bickings, "Okay, I'm not jumping in after you," moments after another cop instructed Bickings to head over to a pylon, the transcript shows.

"Please help me. Please, please please," Bickings pleaded, according to the transcript. "I can't touch. Oh God. Please help me. Help me."

Bickings, whom city officials described as an "unsheltered Tempe community member," ultimately drowned after he jumped into the lake but wasn't able to swim.

Tempe police referred Insider to the city when asked for their response to the incident. In a statement, Tempe City Manager Andrew Ching and Police Chief Jeff Glover called Bickings' death "a tragedy."

The Tempe Police Department released bodycam footage of the moments leading up to the drowning of a man in Tempe Town Lake on May 28. The incident began as an apparent domestic violence situation between the man, identified as Sean Bickings, and his wife.

 

Police body camera footage released by the city shows what led up to the moments before Bickings jumped into the water.

Tempe cops were called to the scene just after 5 a.m. on May 28 about a reported dispute between Bickings and a woman who identified herself to cops as his wife, officials said.

When officers arrived, they spoke to Bickings and the woman, who officials say cooperated with police and denied that any physical confrontation had taken place.

"He didn't do nothing wrong. We have a bad habit of interrupting each other sometimes," the woman told cops, according to the police body camera video.

Tempe released edited body camera footage from officers that shows a man drowning in Tempe Town Lake as officers watched and did not step in to help.

The victim was identified as Sean Bickings, 34. According to a transcript of the footage provided by the city, Bickings told Tempe police he was drowning and begged officers for help as they stood by and told him they were not "jumping in after you."

Bickings was an unsheltered member of the Tempe community, the city said in a statement released on Friday.

The three officers who responded to the incident are currently under non-disciplinary administrative paid leave.

Body camera footage shows officers responding to a report of a verbal domestic confrontation on May 28 around 5 a.m. at the Tempe Center for the Arts located at 700 W. Rio Salado Parkway.

The video shows officers speaking separately to Bickings and to a woman who identified herself as Bickings' wife.

The woman told officers she and Bickings had engaged in a discussion but that he had not been physically violent.

An original statement from the Tempe Police Department indicated Bickings had jumped into the lake in an attempt to evade police after officials did a background check and found three outstanding warrants.

Police had originally stated Bickings started running and jumped over a fence and into Tempe Town Lake, just east of the pedestrian bridge.

LANSING, Michigan (Reuters) - State police in Michigan have obtained warrants to seize voting equipment and election-related records in at least three towns and one county in the past six weeks, police records show, widening the largest known investigation into unauthorized attempts by allies of former President Donald Trump to access voting systems.

The previously unreported records include search warrants and investigators' memos obtained by Reuters through public records requests. The documents reveal a flurry of efforts by state authorities to secure voting machines, poll books, data-storage devices and phone records as evidence in a probe launched in mid-February.

The state’s investigation follows breaches of local election systems in Michigan by Republican officials and pro-Trump activists trying to prove his baseless claims of widespread fraud in the 2020 election.

The police documents reveal, among other things, that the state is investigating a potential breach of voting equipment in Lake Township, a small, largely conservative community in northern Michigan's Missaukee County. The previously unreported case is one of at least 17 incidents nationwide, including 11 in Michigan, in which Trump supporters gained or attempted to gain unauthorized access to voting equipment.

The search warrants also authorized state police to seize election equipment in Barry County’s Irving Township and have it examined. Local officials acknowledged publicly last month that state police raided the township office on April 29, a day after the warrant was issued.

A video clip showing a young boy kept in a cage on a pushcart has been widely circulated over China's Twitter-like Weibo platform.

The 12-second clip shows the boy reaching through the grilles of the cage for the person filming him.

In the footage, a sign appears to obscure the cage from passersby. The sign indicates that the pushcart operator sells flavored iced jelly, a type of dessert.

In an interview with the Chinese media outlet Wanxiang News, the unnamed mother of the boy from Tongren in the southwestern province of Guizhou said that she had no choice but to bring her 2-year-old to work.

The woman told Wanxiang News that her family was poor and that she could not afford childcare. She said she also needed a way to make sure her child didn't run around and get into trouble when she wasn't paying attention — hence, the need for a cage.

Speaking with the Chinese media outlet Xi'an Broadcast, the woman said that she worked for about eight hours a day.

"We don't have money. Every time it comes to the time to buy milk powder, we don't have cash. We eat one meal, and there's no money left for the next," the woman told the outlet.

She added that the child could not be left with his father because he "did not care" and spent all his time playing games online, the outlet reported.

According to Xi'an Broadcast, the woman said: "I try to let him out when there aren't customers around. I know my child is suffering so much."

Last year, Chinese President Xi Jinping claimed that China had eliminated extreme poverty, saying his government had lifted "all 98.99 million people" in poor rural areas out of poverty.

In the same year, China's government encouraged couples to have more children, enacting a landmark policy shift to allow people to have up to three children. But many couples in China say they cannot afford to start families, partly because of the high cost of raising children.
