Her widower, Peter Ginnegar, is suing the doctor and the outpatient facility, claiming that they were negligent when the procedure went awry
Ginnegar tells PEOPLE that he wants to "bring attention to the dangers of this type of surgeries in a non-hospital setting"
Halfway across the Rocky Mountains on a motorcycle, Peter Ginnegar pulled over when he felt his cell phone buzzing in his pocket. It was the hospital, telling him that his wife, who had undergone a 10-hour surgery the day before, had stopped breathing. They had revived her with CPR, but the situation was dire.
"I'm a wreck, but I've got to focus on getting to her," Ginnegar recalls.
When he reached Denver, his phone rang again. Ginnegar's wife was brain-dead, and doctors needed his permission to stop reviving her. He gave it.
Like many who have lost significant weight with the help of a GLP-1 medication, 48-year-old Joy Barbera had been looking for a solution for her excess skin.
She was seeking out a slew of procedures, including a Brazilian butt lift (BBL), brachioplasty (arm lift) and breast augmentation. Eager to complete her transformation, Barbera interviewed multiple doctors with the request of having all of the procedures done at once — but they each turned her down.
"They said it was too dangerous," Ginnegar tells PEOPLE. She then came across Dr. Kendall Roehl of Memorial Plastic Surgery in Houston, Texas, on social media.

Dr. Roehl agreed to conduct all six of Barbera's procedures in one day, so the mom of two travelled from North Carolina to Houston, per the petition. The surgery, which cost $53,000, took place on Aug. 13, 2025.
"The doctor painted this Nirvana picture for Joy, and it's what Joy wanted to hear," says Ginnegar. "But unfortunately, Dr. Roehl didn't live up to what she promised."
At the time of the surgery, Ginnegar was on a motorcycle trip in Colorado that he and Barbera had planned to take with another couple. Barbera's surgery date was originally scheduled for a later time, but another patient of Dr. Roehl's canceled and she was able to get Barbara in earlier.
"I had already invested a lot of money, and Joy was adamant that I still go on the trip," Ginnegar says.

So, Barbera reserved a spot in a recovery center in Houston after the surgery, where a nurse would care for her 24/7 for one week. Ginnegar planned to fly in to take over her care for the second week of recovery. The couple would then return home to North Carolina.
But things didn't go as planned.
