Donald Trump Pardons Rudy Giuliani and More Than 70 Others Involved in Attempts to Overturn 2020 Election Results

A proclamation declares that the pardon "ends a grave national injustice perpetrated upon the American people"

President Donald Trump is pardoning Rudy Giuliani and others who supported him in his efforts to overturn the 2020 presidential election.

In a proclamation dated Friday, Nov. 7, the 79-year-old president declared that he was issuing a "full, complete and unconditional pardon" to Giuliani and more than 70 others for their support of him after he lost the election to former President Joe Biden.

Trump has long insisted that the election was rigged, despite there being no evidence of that. In November 2020, officials across the United States refuted his allegations.

The proclamation was shared on X by Ed Martin, a member of the United States Department of Justice, on Monday, Nov. 10.

"Thank you: @POTUS for allowing me, as U.S. Pardon Attorney, to work with @WhiteHouse, along with @AGPamBondi@DAGToddBlanche& SG John Sauer, to achieve your intent—let their healing begin. #Federalist74," Martin wrote.

"This proclamation ends a grave national injustice perpetrated upon the American people following the 2020 Presidential Election and continues the process of national reconciliation," it reads.

It continued: "I, Donald J. Trump do hereby grant a full, complete and unconditional pardon to all United States citizens for conduct relating to the advice, creation, organization, execution, submission support, voting, activities, participation in, or advocacy for or of any slate or proposed slate of Presidential electors, whether or not recognized by any State or State official, in connection with the 2020 Presidential Election, as well as for any conduct relating to their efforts to expose voting fraud and vulnerabilities in the 2020 Presidential Election."

Others included on the list of people Trump pardoned in the sweeping move include attorney Sidney Powell, who was previously part of Trumps' team, Trump's former campaign adviser Boris Epshteyn, lawyer John Eastman, who advised Trump during and immediately after the election, and Mark Meadows, former White House chief of staff during Trump's first presidency.

However, the proclamation noted that it "does not apply" to Trump himself.

The president was indicted on charges of election interference in 2023. However, in January 2025, a report from the Justice Department made it clear that the president would not face consequences for his actions since he had won the 2024 election.

Getting prosecuted for challenging results is something that happens in communist Venezuela, not the United States of America, and President Trump is putting an end to the Biden Regime’s communist tactics once and for all," White House press secretary Karoline Leavitt said in a statement shared with PEOPLE.  

Giuliani, the former New York City mayor and ex-lawyer for Trump who worked closely with the president following the 2020 election, was disbarred in Washington, D.C. in 2024 for his "unparalleled" attempts to overturn the election. He was also disbarred in New York.

In December 2023, a judge ruled that Giuliani owed two Georgia poll workers nearly $150 million after he defamed them in relation to the election. The following October, he was forced to turn over his penthouse in Manhattan and more, since he was unable to pay them.

The pardon will not impact that ruling. A presidential pardon can only be used for federal charges, according to reporting by Reuters.

Trump has maintained his support for Giuliani over the years. In September 2025, he announced that he would award the former mayor the Presidential Medal of Freedom.

“As President of the United States of America, I am pleased to announce that Rudy Giuliani, the greatest Mayor in the history of New York City, and an equally great American Patriot, will receive THE PRESIDENTIAL MEDAL OF FREEDOM, our Country’s highest civilian honor,” the 79-year-old wrote on Truth Social on Sept. 1.

On the first day of his second term in office, Trump also pardoned approximately 1,500 people who were involved in the Jan. 6 riots at the U.S. Capitol.
