The state of North Dakota has named a new publicly-owned landfill after President Barack Obama.
In an overwhelming 35-10 vote, the state Senate advanced a bill naming a 650-acre site currently under construction after the nation’s 44th president. Governor Jack Dalrymple is expected to sign the measure into law Tuesday.
When completed, the Barack Obama Memorial Landfill will be the largest waste disposal site in North Dakota, and the 17th largest in the United States. It will be especially rich in toxic waste from the local petroleum and medical industries.
“We wanted to do something to honor the president,” says Republican State Senator Doug Perlman, who was the lead sponsor of the bill. “And I think a pile of garbage is a fitting tribute to Obama’s presidency.
“We originally planned on naming it after a nearby mountain. But then someone jokingly suggested we name it after Obama. I never thought and idea like that would actually pass. But I was pleasantly surprised.”
The president is hardly popular in North Dakota. The most recent poll in December 2013 found that Obama has a 35% approval rating in the state, although that figure may have fallen further in the year since. Yet even considering the political climate, seasoned observers are surprised that two Democratic lawmakers voted for the bill’s passage.
“I supported Obama because I thought he would end the wars in the Middle East;” says Allison Mitchell, a progressive Democrat from Grand Forks. “But he decided to fight new wars abroad instead of fighting for single-payer health care and jobs here at home.
“I guess people expected me to oppose this landfill thing because I’m a Democrat. But honestly I don’t really care anymore. Maybe this small act of protest will wake him up.”
Ordinary citizens in the state also seem to approve of the government’s choice.
“I can’t think of a better name,” says Joe Blough, a plumber from Minot. “It’s darkly colored and it's full of shit. That pretty much sums up Obama.”

Protesters leave Ferguson in shambles
The St. Louis area braced for another day of protests on Tuesday after a grand jury cleared a white police officer in the fatal August shooting of an unarmed black teenager, sparking a night of violent and racially charged rioting.
About a dozen buildings in suburban Ferguson, Missouri, burned overnight and police fired tear gas and flash-bang canisters at protesters, said St. Louis County Police Chief Jon Belmar. Sixty-one people were arrested, police said.
Although no serious injuries were reported, Belmar said the rioting on Monday night and early Tuesday morning was "much worse" than the disturbances that erupted in the immediate aftermath of the shooting of Michael Brown, 18, by police officer Darren Wilson on Aug. 9. (REUTERS)

New Report: Child Homelessness on the Rise in U.S.

The number of homeless children in the U.S. has surged in recent years to an all-time high, amounting to one child in every 30, according to a comprehensive state-by-state report that blames the nation’s high poverty rate, the lack of affordable housing and the impacts of pervasive domestic violence.
Titled “America’s Youngest Outcasts,” the report being issued Monday by the National Center on Family Homelessness calculates that nearly 2.5 million American children were homeless at some point in 2013. The number is based on the Department of Education’s latest count of 1.3 million homeless children in public schools, supplemented by estimates of homeless pre-school children not counted by the DOE.
The problem is particularly severe in California, which has one-eighth of the U.S. population but accounts for more than one-fifth of the homeless children with a tally of nearly 527,000.
Carmela DeCandia, director of the national center and a co-author of the report, noted that the federal government has made progress in reducing homelessness among veterans and chronically homeless adults.
"The same level of attention and resources has not been targeted to help families and children," she said. "As a society, we’re going to pay a high price, in human and economic terms."
Child homelessness increased by 8 percent nationally from 2012 to 2013, according to the report, which warned of potentially devastating effects on children’s educational, emotional and social development, as well as on their parents’ health, employment prospects and parenting abilities.
The report included a composite index ranking the states on the extent of child homelessness, efforts to combat it, and the overall level of child well-being. States with the best scores were Minnesota, Nebraska and Massachusetts. At the bottom were Alabama, Mississippi and California.
California’s poor ranking did not surprise Shahera Hyatt, director of theCalifornia Homeless Youth Project.
The crux of the problem, she said, is the state’s high cost of living, coupled with insufficient affordable housing.
"People think, ‘Of course we are not letting children and families be homeless,’ so there’s a lot of disbelief," Hyatt said. "California has not invested in this issue."
Hyatt, 29, was homeless on and off throughout adolescence, starting when her parents were evicted when she was in 7th grade. At 15, she and her older brother took off and survived by sleeping in the tool sheds, backyards and basements of acquaintances.
"These terms like ‘couch surfing’ and ‘doubled-up’ sound a lot more polite than they are in practice," she said. "For teenagers, it might be exchanging sex for a place to stay or staying someplace that does not feel safe because they are so mired in their day-to-day survival needs."
Near San Francisco, Gina Cooper and her son, then 12, had to vacate their home in 2012 when her wages of under $10 an hour became insufficient to pay the rent. After a few months as nomads, they found shelter and support with Home & Hope, an interfaith program in Burlingame, California, and stayed there five months before Cooper, 44, saved enough to be able to afford housing on her own.

More than five years after the foreclosure crisis began, the number of borrowers losing their homes is rising again.
Most of the troubled loans are not new; instead, the backlog of homes in the foreclosure process is finally starting to move more quickly. There was, however, a slight uptick in foreclosures on loans made in 2013 and 2014, a troubling turn.
Foreclosure filings, which include default notices, scheduled auctions and bank repossessions, were reported on 123,109 properties in October, according to RealtyTrac, a foreclosure sales and data company. That is a 15 percent increase from September, and the largest monthly increase since the peak of the crisis in March of 2010. The numbers are still down 8 percent from a year ago.
Foreclosure activity usually spikes in the months before the holiday season, as banks want to get as many done before implementing holiday moratoria. Over the past three years there has been an average 8 percent monthly uptick in foreclosure auctions in October.

"But the sheer magnitude of the increase this year demonstrates there is more than just a seasonal pattern at work," said RealtyTrac vice president Daren Blomquist. "Distressed properties that have been in a holding pattern for years are finally being cleared for landing at the foreclosure auction."
Since the crisis began, there has been a distinct difference in foreclosure volumes between states that require a judge in the process and those that do not. Now the difference is fading. Foreclosure auctions in judicial states rose 21 percent month-to-month, while those in non-judicial states rose 27 percent.
"There is still strong demand from the large institutional investors at the foreclosure auction in some markets, but even in markets with decreasing demand at the foreclosure auction, banks can be confident in selling REO [repossessed] properties quickly and at a good price," Blomquist added. "That's because there is still strong demand from buyers, particularly in the lower price ranges, combined with a dearth of distressed homes listed for sale."
Strong buyer demand at foreclosure auctions has helped stem the number of properties being repossessed by banks. October, again, was an anomaly, with lenders taking ownership of nearly 28 thousand properties, up 22 percent from September. Still, repossessions were down 26 percent from a year ago.
"We see far more opportunity to buy than we have capital," said Laurie Hawkes, president and COO of American Residential Properties, a Scottsdale, Arizona-based, single-family rental REIT in a September interview. "The fallacy is that the buying is over. It's not."
But it is slowing for large institutional investors, especially as home prices continue to rise. In some markets, however, where home prices have risen most in the recovery, banks would rather repossess the homes because they know they can sell them for a good price. As investors slow their buying, banks are getting more aggressive with long-delinquent borrowers.
Among the nation's top 20 metropolitan housing markets, Miami, Tampa, Baltimore, Riverside-San Bernardino and Chicago had the highest foreclosure rates, according to RealtyTrac. Investors have been moving to these markets from former foreclosure hot spots, like Phoenix and Las Vegas.

Most of the loans going through the foreclosure process now have been delinquent for several years, but a particularly troubling sign was the number of newly started foreclosures in October: 56,452 homes. That is a 12 percent jump from September, though down 4 percent from a year ago.This was the largest monthly increase in foreclosure starts since August 2011.
"Many of the mediation programs, loan modification programs and even short sale programs have run their course. Distressed properties that could not be saved by those programs are being placed back on the foreclosure track," noted Blomquist.
